BIOGRAPHY

Mr. Ramsaroop is a seasoned senior executive with significant experience across many fields of expertise from business to economics and politics.  He was appointed by His Excellency, Dr. Irfaan Ali, President of the Cooperative Republic of Guyana on 2nd October, 2020 as the Chief Executive Officer (CEO) for the Guyana Office for Investment.  In this role Dr. Ramsaroop will lead efforts in both Foreign Direct Investments (FDI) and Local Content Investments (LCI) and serves as Guyana’s Chief Investment Officer under the Office of the President of Guyana.

SUMMARY:

  • Business Executive: Served in Senior Executive Management roles in public and private (Fortune 500) companies. Chairman of RoopGroup Investments (Guyana) and Former Chairman and CEO of Evolvent Inc – A Washington DC based Cyber Security Company.
  • US AIR Force Military Officer (Retired) with service during the Persian Gulf War (Iraq) and assignments at HQ, United States Air Force (Pentagon). Served in various functions in Base Operations including NATO Assignments in Europe.
  • Proven Entrepreneur with three successful multi-million startups. Evolvent (acquired by ManTech), www.beacongov.com,and HealthCPR)
  • Author: Securing Business Intelligence 2004, Surfing the Leadership Wave, 2004, Thriving in the Age of Terror, 2006, Hope for Nation, 2004, The Road to Eldorado, 2006. Advancing Federal Sector Healthcare, (in Progress – “UnInstall”)
  • Management Consultant – Provide Analytical and Strategic Services to Companies and Federal Agencies including NASA.
  • Associate Professor – Uniformed Services University, Webster University, Belleville Area College, City Colleges of Chicago and the University of Guyana.

Mr. Ramsaroop served in the United States Air Force and is a decorated War Veteran and was deployed to the Middle East during Desert Shield/Storm. He has held an historical four ranks in one year in the US Military. Dr. Ramsaroop served on the Board of Directors, Corporate Vision, Inc. (NASDAQ).  He was appointed by Guyana’s President to the Tourism Board in 2011.

Mr. Ramsaroop holds a Ph.D. in Management and Public Policy.  He also holds an MBA with emphasis in economics and technology from the University of Missouri-Columbia.  He also has two Associates degrees and a Bachelor of Science Degree in Finance/Management from Park University, Parkville, Missouri. He is a graduate of the USAF Air University Air War College and Squadron Officer School.    Dr. Ramsaroop has held faculty appointments at Belleville Area College and City Colleges of Chicago. He was also an Associate Professor at the Department of Defense Uniformed Services University School of Medicine, Adjunct Professor at Webster University, Department of Health and Information Technology and currently lectures at the University of Guyana.

Dr. Ramsaroop is a recognized author and speaker.  His publications include, Thriving in the Age of Terror, Surfing the Leadership Wave, Securing Business Intelligence, Hope for Our Nation, and The Road To Eldorado.    Other publications include “Advances in Federal Sector HealthCare – A Model for Technology Transfer with Foreword by US Senator Inouye was published in January 2001. He is currently writing a new book (UnInstall).
